Help (.frm) ?

Ok so every time i finish and i want to save a hack in "vb6" i save it like hack.frm but when i want to open this file i can't this is what i get

and when i click it it says this

and i don't know what program should i pick to open my hack. Pleas anyone help me get my hack to open :(

some portable versions of vb6 dont allow users to compile their projects... i think because they're not administrators
