GTA SA skinning and modding

Anyone can help me to make skins or mods for GTA SA ?

I tryed with a proogram called IMG Tool 2.0, but i'm a little bit losed... so if anyone can help me, it would be great !

i need mods or hacks for gta san andreas version 2.0 english
i think thats what that is, the second one they came out with cuz of sensorship stuff
