Oh its Hayei, saw you before in sasea game. If im not wrong you can do cash mailing, but i think the fees will be almost doubled.

I Don't think visa prepaid is avaliable anywhere around S.E.A, i only know its common in the states.

For Singaporeans,you can credit from your bank to a paypal account.or get a debit visa card.Mine UOB.. (requirement is just to be 16 years old or above).mailing is abit troublesome but it looks like the only option.just write the address,put the money inside,your information and drop it in the mail :P ,takes 2 weeks to reach tho.
